Ending Sexual Violence Inside

In December 2022, Sister Warriors Freedom Coalition, alongside key partners, launched the Solidarity Committee for Incarcerated Survivors in response to ongoing reports of staff sexual abuse in California’s women’s prisons. Through town halls, focus groups, and survivor interviews at CCWF and CIW, we gathered testimonies from over 700 incarcerated people, forming the foundation of a report to the California Legislature demanding systemic change.

Key Wins & Impact

Community Report to the Legislature

Published a report exposing widespread abuse and outlining key policy recommendations.

SB 1069 (Menjivar, 2024)

Won legislation granting the Office of the Inspector General oversight of CDCR staff abuse investigations.

AB 464 (Aguiar-Curry, 2025-26)

Enhancing protections for incarcerated individuals reporting sexual assault within the prison system through targeted monitoring, reporting, and prevention efforts.

SB 337 (Menjivar, 2025-26)

Expanding the civil rights of incarcerated people and extending the window for individuals to file grievances, while also requiring higher standards for those entrusted with the protection of this population.

Institutional Change

CDCR appointed full-time PREA Compliance Managers at women’s facilities, and the U.S. Department of Justice launched an investigation into CIW and CCWF staff abuse following our findings.
